Nexus Oversight Solutions (NOS) is a specialist research, monitoring and evaluation (RME) company, made up of a team of highly experienced professionals with decades of experience in international development and humanitarian aid across Africa.

We work with international organizations, NGOs, donors and national governments to deliver structured, data-driven monitoring and research programs. Our approach emphasizes contextual relevance, technical rigor, and the use of qualitative and quantitative methods to produce actionable analyses.

Through primary data collection, integrated local partnerships, and a strong commitment to methodological excellence, Frontline Metrics helps its partners navigate uncertainty and improve performance in the field.

Frontline Metrics was founded by a team of highly experienced professionals with decades of combined expertise in international development and humanitarian aid in Africa. Building on their shared commitment to advancing evidence-based programming, the founding team brings together complementary strengths in research, financial strategy, data science, field operations and institutional learning.
Prior to forming Frontline Metrics, the team worked together under Management Systems International (MSI) - USAID's largest monitoring, evaluation and learning (MEL) provider - where they supported the CART (Central Africa Regional Third-Party Monitoring) project. Through CART, they provided essential verification and learning services to USAID in the Democratic Republic of Congo (DRC), Central African Republic (CAR) and Republic of Congo (ROC), working in some of the region's most challenging environments.
Jean Baptiste Nimubona, Managing Director, leads the company's strategic direction and external partnerships, ensuring alignment with global management and evaluation standards. Eric Zakpa, CFO, oversees financial systems and ensures the organization's sustainability and compliance. Pacifique Mugaruka Ntabaza, Director of Research, stimulates methodological innovation and guarantees the scientific rigor of all results. Cedric Stanislas Mette-Mayo, Research Operations Manager for the ROC and RCA, ensures the quality of the implementation of research activities.

Geographic focus and strategic commitment

Democratic Republic of Congo (DRC)
Our work in the DRC focuses on third-party monitoring (TPM) and applied research, supporting evidence-based decision-making in critical humanitarian and development sectors. We provide independent performance monitoring, comprehensive evaluations and strategic planning inputs in the areas of food security, nutrition, protection, water, sanitation and hygiene, as well as emergency relief programs. Through robust data collection, verification and dissemination of learning, we contribute to adaptive programming and improved accountability.
Central African Republic (CAR)
In CAR, our TPM operations focus on results monitoring, rapid assessments and conflict-sensitive research in highly unstable environments. We provide our partners with real-time data to support program effectiveness and agile response. Our work informs strategic planning processes, while promoting collaborative learning with implementing partners and donors in complex humanitarian contexts.
Republic of Congo (ROC)
Our initiatives in the Democratic Republic of Congo aim to strengthen national data systems and promote the use of quality data in education, livelihoods and preparedness programs. Through TPM, performance monitoring and targeted evaluations, we improve evidence-based planning and contribute to learning programs that link research to practice for sustainable development.
South Sudan
In Southern Sudan, we deploy contextualized monitoring tools and conduct evaluations tailored to the complexities of humanitarian response in fragile environments. Our approach emphasizes independent verification, real-time feedback loops and adaptive learning to support effective coordination, accountability and program improvement in rapidly changing operational environments.
Burundi
In Burundi, we support resilience and recovery efforts through strategic outcome monitoring, program performance evaluations and community-based research. Our work focuses on the intersection of economic and political instability, ensuring that the data collected guides interventions aimed at long-term stability and local empowerment. We favor collaborative partnerships to foster continuous learning and improvement.

Our latest major mission

Our last major assignment was with Management Systems International (MSI), the leading US provider of monitoring, evaluation and learning (MEL) for USAID. As part of MSI, we supported USAID via the Central Africa Regional Third-Party Monitoring (CART) project, providing essential verification and learning services in the Democratic Republic of Congo (DRC), Central African Republic (CAR) and Republic of Congo (ROC).

The CART project has strengthened USAID BHA's ability to assess outcomes, impacts and contextual changes in both emergency and non-emergency programs. Building on this success, we launched Frontline Metrics, a company dedicated to providing partners with context-sensitive evidence to improve strategic decision-making and social impact.

Chief Executive Officer

He provides overall strategic leadership and direction for the organization, fostering high-level partnerships, guiding the organization's vision and ensuring alignment with global standards for research, monitoring and evaluation. The Managing Director is the organization's principal representative to donors, governments and strategic partners, ensuring thought leadership and lasting impact in all regions of the world.

Chief Operating Officer

The CFO leads the organization's financial strategy, planning and management, ensuring financial viability, regulatory compliance and effective risk management. The CFO advises management on resource allocation, oversees budgeting and reporting processes, and manages internal controls, audits and donor financial compliance in support of strategic decision-making.

Pacifique Mugaruka Ntabaza

Director of Research

Responsible for guiding the organization's methodological frameworks, promoting innovation in research design and ensuring the scientific rigor of all results. He leads the development of mixed-methods research strategies, promotes knowledge translation and encourages the integration of applied research into policy and program decision-making.
